The United States has taken another step in regulating stablecoins, cryptocurrencies designed to maintain a stable value, usually linked to the dollar. On Wednesday, the Office of the Comptroller of the Currency (OCC) announced its final rules to implement the GENIUS Act within its supervisory remit.

The rules take effect on January 18, 2027 and set requirements for reserves, redemptions, risk management, custody and oversight of issuers under OCC jurisdiction.

For users, these provisions matter because they govern how the coins are backed and the conditions under which they can be redeemed at their reference value.

One of the most debated issues is rewards for holding stablecoins. Issuers will remain prohibited from paying interest directly to holders. However, the final rule removes a presumption in the original proposal that could have treated certain arrangements with third parties as unlawful.

This leaves room for crypto platforms to offer rewards, subject to case-by-case assessment. It is not a blanket authorization for every yield program, nor does it guarantee that all existing services can continue unchanged.

The decision reignited the dispute between banks and cryptocurrency businesses. The American Bankers Association warned that deposits could move from banks to these platforms. The Blockchain Association, meanwhile, welcomed the greater regulatory clarity.

Stablecoin users should distinguish between the backing of the coin and the risks of the product in which they place it. A reward offered by a platform does not turn that balance into an insured bank deposit or guarantee a lasting return.

The announcement is a concrete regulatory development. Its application will depend on the issuer, the platform and the terms of each service; on its own, it does not predict a rise in Bitcoin or the wider crypto market.
